It's a open source clone of LJ site. Some folks are migrating their data to the Dreamwidth site and having it repost the information on LJ. Belt and suspenders time as some are uncertain as to how long LJ will be with us.
There are invite codes floating around that allow folks to get on it for free. Others have to pay a fee.
