From what I've read elsewhere, it may not even take a terrorist effort to have bad things happening in the pools.

Part of the reason that they can do a much quicker turn around on the refueling of these things, and get much higher availability and plant capacity numbers, is evidently because of how they pack the fuel elements in the pool.

Some reporters have commented on how this may be a considerably less safe way to deal with the rods than what was previously done. As I recall, it had to do with packing the fuel elements closer than was done in the past.
