Always subjective and tweakable but still interesting. It's called a "Livability Index" (whatever that means). Poor ol' Mississippi. Curiously, Hawaii has the best rating of the non-frost belt states. From personal experience, I'd agree with the high ratings for Vermont and Minnesota and better than average ones for Massachusetts and Nebraska. I could easily see living in Utah too.
