I've been reading a lot of stuff from the 1890s and many of the observations are not unlike what you would hear from "peak oil" theorists of today. They were very worried of "limits to growth" and resource shortates and saw wind energy as one way around the looming problem.
One article talked about successfully using a certain approach towards extracting extra wind energy (using two different sized generators) that I thought was a Danish invention of the 1980s or 90s.
